Allwyn, which took over operation of the UK National Lottery in February 2024 under a 10-year licence, confirmed a partnership with Gopuff to sell and deliver scratchcards alongside groceries, snacks and other convenience items. The service will be available in 16 cities initially, with deliveries promising to arrive in as little as 15 minutes in participating locations.

Under the new arrangement, customers will be able to order up to 10 scratchcards per delivery – matching the current in-store purchase limit – and will be required to complete age verification at point of sale to ensure compliance with gambling-age rules. Allwyn said the offering followed a pilot launched last month in selected areas that produced immediate consumer interest.

Alison Acquaye-Acford, Allwyn’s Retail Revenue and Customer Director, framed the move as part of a wider effort to modernise the retail experience.

We’re responding to how people increasingly shop for everyday items: quickly, conveniently and safely. Partnering with Gopuff allows us to meet existing players where they already shop, while also introducing National Lottery games to new customers across urban centres. Every ticket sold contributes to the £32 million raised on average each week for Good Causes, which remains central to our mission."

Alberto Menolascina, senior vice-president for the UK and New Business at Gopuff, said the firm’s customers welcomed the addition. "Since our pilot began, demand for scratchcards has been clear. This is instant commerce in action: delivering what people want when they want it, while keeping consumer safety and verification front and centre", he said.

The tie-up follows a significant technology and retail upgrade programme by Allwyn that has included the rollout of new Wave terminals and software provided by Scientific Games. By September 2025, Allwyn had reported the replacement of thousands of retail terminals as part of that generational upgrade. The operator also recently appointed Bridget Lea as managing director of retail to drive performance in the retail channel.

Regulatory Oversight and Next Steps

The announcement comes amid sustained scrutiny of Allwyn’s pace of promised changes since it became operator in 2024. When Allwyn won the Gambling Commission’s tender, it pledged a series of reforms – including a commitment to increase funds for Good Causes and changes to ticket pricing – that critics say have taken longer than expected to materialise.

The Gambling Commission has previously signalled it may consider regulatory action where deadlines have been missed or where consumer protections require further strengthening. Officials have urged operators to demonstrate timely delivery of technology upgrades and robust age-verification processes. Industry analysts say the Gopuff partnership could help Allwyn demonstrate progress on modernisation while keeping retail revenues stable.

Industry commentator Jane Porter, senior analyst at iGaming Research, noted that convenience delivery is an established growth vector for retail incumbents. "Expanding physical scratchcard availability through rapid-delivery platforms is a logical extension of omnichannel retail. The critical issues will be ensuring age checks are enforced and that the partnership does not conflict with responsible gambling measures", she said.

What to watch next: whether Allwyn expands the service beyond the initial 16 cities, how effectively digital and in-person age verification is enforced, and whether the operator can use instant-delivery channels to accelerate other elements of its licence commitments, including increased contributions to Good Causes and improvements to price and access promised in its bid. Observers will also be monitoring any formal responses from the Gambling Commission as the rollout progresses.
