The Delaware Lottery reported that casino revenues totaled $44.4 million in November 2025, a 30.4% rise from $34.1 million in November 2024. Slot play accounted for the bulk of the gain, with statewide slot revenue reaching $40.2 million, up 34.1% year‑over‑year. Table games produced a smaller but positive lift, bringing in roughly $4.2 million – a 3.3% increase from the same month last year.

Delaware Park, located near Wilmington, recorded the largest year‑over‑year jump. The property generated $19.5 million in November, up 37% from the prior year. Slot revenue at Delaware Park climbed 40.1% to $17.0 million from $12.1 million, while table games revenue grew 19% to $2.5 million, up from $2.1 million.

Harrington Casino delivered the second‑largest increase, posting $10.8 million in revenue – a 31.3% gain. Slots at Harrington rose 33.7% to $9.9 million. Table games contributed $919,354, about 10% higher than in November 2024.

Bally’s Dover also recorded solid growth, with total revenue of $14.1 million, up 21.6% year‑over‑year. Slot receipts at the Dover facility increased 27.3% to $13.3 million. However, table games at Bally’s Dover declined 30.1%, falling to $811,194 from roughly $1.16 million a year earlier.

What Is Driving the Growth

Analysts and operators point to a mix of factors behind the November uptick. Higher slot hold rates and renewed consumer spending in the region appear to be the primary contributors, alongside targeted promotions and capital investments in newer gaming machines.

"The November figures reflect both improved consumer confidence and targeted operational changes at each property", said Kate Reynolds, senior analyst at Shoreline Gaming. "Operators have been refreshing their slot floors and tailoring promotions to capture weekday traffic from Wilmington and the Philadelphia metro area. That combination has materially raised slot win, while table games remain more sensitive to player mix and higher variance."

Tourism flows from the mid‑Atlantic corridor, and a relatively stable local labor market may also have helped. With Philadelphia and southern New Jersey within easy driving distance, Delaware casinos benefit from trans‑state visitors who may choose casinos for short‑stay leisure or dining and entertainment packages.

Regulatory changes have not played a central role in the November movement, industry observers say. Instead, operators have leaned on marketing, loyalty programs and the introduction of new or upgraded slot titles – a trend seen across regional gaming markets as operators chase higher yields from electronic gaming machines.

Looking ahead, both regulators and casino operators will monitor whether the November surge is sustained through the winter and into the spring. Key metrics to watch include month‑over‑month slot hold percentages, promotional spend, and table games drop and hold. If slots remain strong but table play continues to soften, operators may shift marketing and floor strategies to rebalance revenue streams.

"Sustained growth will depend on maintaining visitor flow and ensuring that promotional budgets are efficient," Reynolds added. "Operators must also prepare for seasonal variability – the real test will be translating a single strong month into consistent quarterly performance."

The Delaware Lottery’s monthly accounting will provide the next public checkpoint when December figures are released. Meanwhile, investors and local stakeholders will be watching to see if the sector can convert November’s momentum into broader, longer‑term gains for the state’s casino industry.
