France’s ANJ Names Sophie Namer as Law Enforcement Chief

The French National Games Authority, L'Autorité Nationale Des Jeux (ANJ), has announced the appointment of Sophie Namer as its new Director of Law Enforcement, effective September 1, 2025.

An experienced administrative magistrate, Namer will lead this department with Deputy Director Jérôme Labarbe, while also overseeing the innovative JONUM experiment to regulate digital assets like NFTs.

Namer brings extensive judicial experience to her role, having earned a Master’s Degree in Public Business Law from the University of Montpellier in 2013 and studied at the University of Versailles Saint-Quentin-en-Yvelines in 2014.

From 2017, she served as a magistrate at the Limoges Administrative Court for two years, followed by four years at the Toulouse Administrative Court. Earlier this month, she was named Advisor to the Legal Affairs Department of the Ministries of Ecology, Energy, Territories, and the Sea.

In July 2025, the ANJ established the Directorate of Enforcement as part of its 2024-2026 strategic plan to tackle illegal gaming and betting fraud more effectively.

The regulator has also created a Data, Markets, and Innovation Department to improve contract monitoring and data usage.

Shaping Regulation and Innovation

In her new role, Namer will oversee the efforts of the enforcement department to combat illegal gaming supplies and sports betting manipulation. She will also manage the JONUM experiment, a three-year trial under the SREN law to assess games with monetizable digital assets, such as NFTs. This framework aims to balance innovation with consumer protection, allowing operators to innovate while being held accountable for any regulatory breaches.

New innovative offers are emerging in France, challenging the traditional boundaries of the sector and attracting young people in particular. This is the case with the experimentation of ‘games with monetisable digital objects’ (JONUM), the regulation of which has been entrusted by the legislator to the ANJ and which should begin in September 2025, following the publication of the various decrees relating to the framework for these offers.
