The move could disrupt the operator’s access to Ontario’s regulated betting market and intensifies scrutiny of sportsbook integrity controls.

The proposed suspension stems from what the AGCO describes as a systemic failure by PointsBet to properly monitor, detect and report suspicious betting patterns linked to the 2024 NBA bet-rigging scheme involving former Toronto Raptors player Jontay Porter. The case has been the subject of a major criminal investigation in the United States.

Reporting Failures Tied to U.S. Criminal Probe

In early 2024, after allegations of insider betting involving Porter surfaced, the AGCO directed all Ontario-regulated sportsbooks to confirm whether they had offered wagers on the player and whether suspicious activity had been identified and reported. PointsBet advised the regulator, after what the AGCO characterized as a significant delay, that it had not offered such bets.

However, in October 2025, following the public release of a U.S. Department of Justice indictment outlining a broader insider betting scheme, the AGCO required operators to reconfirm their exposure to Porter-related markets. Eighteen months after its initial response, PointsBet acknowledged that it had in fact offered betting on Porter in the affected games.

Upon reviewing the operator’s wagering data, the AGCO said it identified indicators of suspicious betting central to the 2024 scheme. According to the regulator, those wagers should have been detected and reported when they occurred.

Regulated iGaming operators in Ontario are required to monitor and immediately report unusual betting activity that may signal integrity risks. Timely reporting alerts sports leagues, integrity monitors, law enforcement and other global operators, helping to protect both patrons and markets.

Regulatory History and Right to Appeal

This is not the first enforcement action against PointsBet by Ontario’s regulator. In May 2022, the AGCO issued the operator a monetary penalty related to advertising and inducement violations. A further penalty followed in November 2023 for breaches of responsible gambling standards.

Dr. Karin Schnarr, Chief Executive Officer and Registrar of the AGCO, emphasized the regulator’s stance on integrity oversight.

Safeguarding the integrity of sports and Ontario’s sports betting market is a top priority for the AGCO. We require all operators to have robust systems and comprehensive staff training in place to reliably detect and report suspicious activity.

PointsBet has the right to appeal the proposed suspension within 15 days to the Licence Appeal Tribunal, an independent adjudicative body within Tribunals Ontario.

Market Integrity and Broader Implications

The case highlights the critical role sportsbooks play as a first line of defense in identifying potential match-fixing or insider betting schemes. Ontario’s regulated market, launched in 2022, relies heavily on operator compliance to maintain credibility with players and sports bodies.

A confirmed suspension would temporarily remove PointsBet from Ontario’s competitive online betting landscape, underscoring the regulatory consequences of reporting failures in an increasingly scrutinized market.
