Norsk Tipping Faces Investigation over Minors' Gambling
The Norwegian Lottery Authority has launched an investigation into Norsk Tipping following reports that minors had accessed the platform to gamble. As part of the probe, the regulator will look into the casino's role in the withdrawal of a substantial sum from an underage's bank account.

The issue came to light after a bank alerted the authority about a large sum of money being transferred from a minor to Norsk Tipping. Under Norwegian gaming regulations, an individual must be at least 18 years old to legally place bets or gamble.
The authority, through its Senior Legal Counsel Advisors, Anya There Marhus and Monica Alisøy Kjelsnes, have issued a formal notice to Norsk Tipping, requiring the operator to provide detailed explanations about the incident.
Regulator Questions Norsk Tipping's AML and KYC Procedures
In the letter, the authority pointed out that Norsk Tipping had received 21 tips about minor gambling since January 1, 2024, all of which share similarities with the case reported by the bank. It questioned whether Norsk Tipping had considered notifying it about the cases and whether it followed up on them.
Other critical questions include when it introduced Vipps and Apple Pay payment options and what risk assessments were conducted for both systems. The watchdog also wanted Norsk Tipping to explain its assessment of Vipps and Apple Pay in relation to section seven of the Gambling Act, which requires operators to implement controls to detect abuse of customer relationships.

The last question queries how the company ensures compliance with the Money Laundering Act when it cannot verify if the funds belong to the registered customer. This inquiry suggests that the authority may expand the scope of the investigation to include possible money laundering and customer verification violations.
Norsk Tipping has a two-week deadline to respond to the questions and provide answers to the regulator.
Self-Exclusion Failure
This latest development adds to Norsk Tipping's regulatory hurdles, following a notification in February 2025 that it could face a fine of up to NOK36 million for failing to allow players to self-exclude from gambling.
The operator attributed the breach to a problem with an iOS update on January 16, which caused the self-exclusion feature on its mobile app to be non-functional from January to May 2024.
