Romania Bans Celebrities in Gambling Ads
The National Audiovisual Council (CNA) in Romania has voted to prohibit the use of celebrities in gambling advertisements on all major media platforms, including television, radio, and online. This measure is one of the recent changes the CNA has made to the Audiovisual Regulatory Code, its secondary legislation.

Under the new Article 110, paragraph 7 of the Audiovisual Code, broadcasting advertisements for gambling that feature public figures, cultural or sports personalities, or social media influencers is strictly prohibited.
Another change to the Audiovisual Code mandates that on-demand media services adhere to laws protecting minors from gambling advertising.
The law will come into effect 90 days after the Audiovisual Code is officially enacted.

CAN Rejects Industry Appeals
Before it was approved by the CNA, gambling companies and industry stakeholders had lobbied heavily against the provision banning celebrities from gambling ads by submitting several amendments to water down the regulations. For instance, Winbet proposed that celebrities be allowed to participate in “social responsibility” campaigns. The Romanian Football Federation made a similar proposal, urging the CNA to exempt awareness and social responsibility initiatives from the ban.
The Federation of Gambling Organizers, Kaizergaming, and the Romanian Bureau for Transmedia Audit also collectively called for the article to be removed from the amendments.
In Romania, the gambling industry has frequently partnered with sports and entertainment personalities to promote their services and reach a wider audience. Famous former football players and coaches like Ioan And one, Cristi Pulhac, Adrian Mutu, Răzvan Raț Dan Petrescu, Florin Răducioiu, andIlie Dumitrescu have appeared in sponsored ads. Other notable figures that have advertised for gambling companies include tennis legend Ilie Năstase and pop stars Lora, Antonia, and Alex Velea.
However, despite their arguments, every amendment proposed by the industry stakeholders was rejected by the CNA.
