Scientific Games and Random State Receive UAE Gaming Licenses
Scientific Games and Random State have individually received Gaming Related Vendor licenses from the General Commercial Gaming Regulatory Authority (GCGRA) of the United Arab Emirates (UAE), marking a significant step forward in the development of the country's emerging commercial gaming and lottery market. With these approvals, the total number of suppliers licensed by the GCGRA has reached nine, expanding the range of international technology and gaming providers now authorized to operate in the UAE.

The GCGRA, established in 2023, was formed to develop and enforce regulatory standards for gambling, national lottery, and broader commercial gaming activities in the UAE. These latest vendor approvals permit Scientific Games and Random State to offer their gaming technologies and services within the UAE's evolving lottery framework, following in the footsteps of other previously approved suppliers such as IGT Global Services, Novomatic, and Aristocrat Technologies Europe.

Company officials emphasized their intent to leverage over five decades of lottery expertise to support the country's lottery programs. The company views the UAE market as an opportunity to responsibly generate revenue that can be used to fund local community initiatives and national projects.
Random State, headquartered in Sweden, also sees its recent approval as a pivotal achievement. The company specializes in real-money eInstant games and customized digital-lottery offerings and has identified the UAE as a potentially dynamic digital-lottery market. Executives at Random State highlighted their enthusiasm about working with the GCGRA and delivering their gamified instant products and tailored draw games to UAE players later in the year.
The UAE's national lottery operations are currently managed by The Game LLC, the only entity to receive a lottery operator license in the country. The company began selling tickets in November 2024, with its first draw taking place on December 14.

Leading up to the launch, the GCGRA reinforced its position that The Game LLC is the sole authorized provider of lottery products in the UAE. However, duty-free lotteries such as Big Ticket in Abu Dhabi and Dubai Duty Free continue to operate draw-based promotions for travelers.
The Game LLC, which runs as the UAE Lottery, is a subsidiary of Momentum, an Abu Dhabi-based company involved in mobile games development, virtual reality, iGaming, and esports. The GCGRA has described The Game as a commercial operator focused on game development and lottery content, designed to appeal to a range of player interests and financial capabilities across the UAE.
In addition to lottery expansion, the GCGRA has made strides in land-based casino regulation. Wynn Resorts was previously awarded the UAE's first commercial gaming license for a physical casino. The company is currently developing the Wynn Al Marjan Island Resort in Ras Al Khaimah, in partnership with Marjan and RAK Hospitality Holding.
Scheduled for completion in the first quarter of 2027, the resort represents a multi-billion-dollar investment and will be located approximately 65 miles from Dubai, with convenient access to Ras Al Khaimah International Airport and Dubai International Airport.
