Bally's Working Steadily on New Las Vegas Venue
Bally's Corp. has moved closer to beginning construction on the first phase of a major mixed-use development tied to the Athletics' planned Las Vegas Strip ballpark. The Paradise Town Advisory Board recommended approval of land use permits for the $1.19-billion project.
The proposal will now advance to the Clark County Commission for a final decision. Commissioners are scheduled to consider the project during an April 8 meeting.
The multiphase development will include retail, entertainment, dining venues, a hotel and casino, and a theatre. Plans also feature parking infrastructure and a utility plant that will support the adjacent stadium.
The first phase focuses primarily on infrastructure. Bally's intends to construct a parking garage on the southeast corner of the 35-acre site and a utility plant on the eastern edge. A three-level plaza is also planned during the opening phase of development. The plaza will contain retail shops, dining outlets, and entertainment spaces.
A spokesperson for Bally's said the company expects to begin Phase 1 once all required approvals are secured. The project timeline is linked closely to the stadium's expected completion. Athletics Vice Chairman Sandy Dean previously indicated the first phase should take about one year. Construction would need to begin by early 2027 to align with the ballpark opening schedule.
Future phases include a 2,500-seat theatre on the southwest portion of the property. Plans also outline a 1,800-room hotel tower rising 24 stories on the same section of the site.

Additional parking infrastructure is included in later stages of development. Designs show an underground garage on the northwest corner and surface parking on the northeast section. The northeast parking area is expected to become the site of another Bally's hotel tower. Planning documents presented to the advisory board detail the full project scope.
Bally's has already submitted building permit applications to Clark County. These filings cover the southeast garage, the utility plant, and foundation work for the planned theatre.
Meanwhile, construction on the Athletics' $2-billion ballpark is already underway. The stadium occupies about nine acres within the broader 35-acre parcel. More than $300 million has already been spent on the stadium project. Groundbreaking for the venue occurred in June last year.
Steel installation began late last week as the seating bowl structure started forming. Crews are now placing vertical steel above the second level of concrete decks.The structure will frame suite areas and support upper deck seating for the 33,000-capacity stadium. Project officials say construction remains on schedule for an early 2028 opening.
