Brazil’s National Betting System Gains Momentum
Brazil’s proposed National Betting System (SINAPO) is closer to becoming a reality following the conclusion of the final working group meeting held between the Secretary of Prizes and Betting (SPA) and delegates from 18 states, including the Federal District.

The meeting yielded tangible progress toward formalizing the system, with participants finalizing drafts of the key acts, which have been sent to the Attorney General's Office for review. Areas of focus included licensing protocols, AML/CFT requirements, sanctions, and a national self-exclusion platform.
SINAPO aims to unify betting oversight across federal and state levels, with two membership categories: adherent members and associate members. Adherent membership is for states and districts in the early stages of developing lottery operations, while associate membership is reserved for jurisdictions with established lotteries or advanced regulatory frameworks.
To maintain associate memberships, jurisdictions will need to meet specific requirements, such as anti-money laundering measures, responsible gambling policies, and licensing regulations.
Furthermore, the ".bet.br" domain will be available for use by licensed operators within associate member jurisdictions.
Cracking Down on Non-Compliance
Since the legalization of fixed-odds sports betting under Law 14,790, over 77 operators have been granted licenses, helping the state collect nearly R$3 billion in tax revenue in the first half of 2025. Yet, unlicensed platforms and fragmented state rules continue to threaten the market’s integrity.
SINAPO’s discussion comes amid mounting concerns over offshore and unregulated operators. The SPA estimates that delivering unified oversight could help recover hundreds of millions of reais in untapped tax revenue.
On April 7, SPA outlined sweeping new protections set to take effect in 2025—including flow monitoring, banning betting on credit, eliminating sign-up bonuses, and mandatory bettor identification via CPF and facial recognition. Non-compliant operators will face advertising bans and shutoffs.
