KSA Fines Companies Behind Affiliate for Unlicensed Gambling
The Netherlands' gaming authority, the Kansspelautoriteit (KSA), has ordered three companies to pay penalties for contravening gambling regulations by promoting unlicensed online casinos in the region.

SBM Holding Group, Sun Block Media Labs 2.0, and JEF Holdings have been identified by the KSA as the companies behind Casinoscout.nl, a comparison site for online casinos that has been found to be advertising unlicensed sites to Dutch players. Each company is liable to a fine of up to €225,000.
According to the KSA, Casinoscout.nl was compliant with local gaming regulations in the past, by only listing licensed online casinos in the Netherlands. However, after the new ownership, consisting of the three companies, took over in January 2025, the website started promoting unauthorized operators. One of them is Talksaspins.com, a site whose operator had previously been targeted by the KSA for offering illegal online gaming services.
The KSA noted that the website was displaying unlicensed operators alongside licensed ones, falsely implying that the illegal sites were approved brands, which could mislead visitors about the legitimacy of the online casinos.
During its probe, the regulator also discovered another website promoting illegal online casinos, besteonlinecasinonederland.com, which is directly linked to Casinoscout.nl and owned by the same three companies.

Fines Follow Failed Warnings
Before issuing the penalty payment order, the KSA ordered the companies to cease promoting illegal online casinos or face further enforcement action. However, none of them took action or responded.
The KSA then approached the Stichting Internet Domeinregistratie Nederland (SIDN), the Foundation for Internet Domain Registration in the Netherlands, to request the suspension of the site domain.
At the time, the owners implemented an IP block to restrict Dutch visitors, but once the site was back online, ads for unlicensed operators reappeared. The persistent breach prompted the KSA to block the site permanently.
Now the three companies face a weekly fine of €75,000 if they continue to promote illegal websites, and a maximum penalty of €225,000.
