Philippine Senate to Discuss Online Gambling's Future
The Philippine Senate has scheduled public hearings for next week to discuss the future of online gambling, driven by rising concerns over its social impact. Senator Erwin Tulfo, Chair of the Senate Committee on Games and Amusement, will lead the hearings, which aim to determine whether to impose stricter regulations or a complete ban on online gambling.

In a press briefing on Wednesday, July 30, Tulfo said that he will invite the Philippine Amusement and Gaming Corporation (PAGCOR), the Department of Finance (DOF), the executive branch, and other relevant stakeholders to the upcoming hearing to gather data and insights on the matter.
The hearing will also look into the adverse effects of online gambling on Filipinos, with a special focus on vulnerable populations like minors.
Tulfo is one of the senators advocating against online gambling, citing its harmful effects on society. He said that although government agencies like PAGCOR and DOF are pushing for tighter regulations, he personally favors a complete ban on online gambling and intends to rally the rest of the committee behind this position.
Tulfo believes that the regulatory approach could push more gambling operators "underground," which would lead to substantial losses for the government. He referenced the illegal activities associated with the now-banned POGOS.
However, despite supporting a complete ban, the senator doubts law enforcement's ability to enforce it effectively. He hopes the upcoming committee hearings will shed light on the best course of action. Nevertheless, he still suggests that prohibiting online gambling could be the best solution, as gamblers would have no other option than to visit land-based casinos where security officials can verify their identities.

Measures Mount Against Online Gambling
There has been a growing clamor against online gambling in the Philippine legislature, with several senators filing bills to either regulate or ban the activity entirely. Earlier this month, a group of representatives proposed a measure to prohibit online gambling promotions in e-wallets.
Under the legislation, it would be illegal for e-wallet operators to redirect users to online gambling sites, apps, or platforms via links, QR codes, or other digital means.
The renewed discussion on online gambling was sparked by a privilege speech by Sen. Migz Zubiri during Wednesday's plenary session, which highlighted the social costs of the industry. Zubiri has filed a bill to ban online gambling, and his proposal is backed by several senators, including Bam Aquino, Risa Hontiveros, Pia Cayeto, Joel Villanueva, and Robin Padilla.
According to Sen. Villanueva, the Anti-Online Gambling Act (Senate Bill 47) has been elevated to the Senate's list of top 10 priority measures.
