Circa Moves Ahead with Expansion as D Las Vegas Set for Overhaul
LAS VEGAS, Nev. – Circa Resorts is moving forward with new room construction at Circa Las Vegas and planning a full remodel of the D Las Vegas.
The projects come as rising operating costs and softer visitation reshape investment decisions across the downtown market.
Speaking at a Downtown Vegas Alliance forum, Circa vice president Jeff Victor said the operator has already completed four previously unfinished hotel floors at Circa and has now begun work on two additional levels. The expansion follows a phased build strategy, where space was initially left undeveloped until customer demand became clearer.
Victor said the D Las Vegas, one of the older properties on Fremont Street, is also set for a complete renovation. The venue, which dates back to 1980, will undergo upgrades aimed at aligning it with changing customer expectations in a more competitive local market.
Costs and Market Shifts Influence Strategy
Despite strong revenue performance at Circa, Victor said profitability has come under pressure due to higher operating costs. He pointed to rising labor expenses and increased prices for everyday supplies as factors limiting the pace of new developments.
Those pressures are playing out alongside broader changes in the Las Vegas market. Visitation declined in 2025, with downtown occupancy falling to 58.4% and revenue per room dropping by 15%. Victor said the impact is uneven, with higher-end customers continuing to spend while more price-sensitive segments have pulled back.
He described the current environment as a split market, where premium properties such as Circa are holding up better than mid-tier venues like the D and Golden Gate, which rely more heavily on value-driven customers.

Downtown Faces Competition but Retains Appeal
Industry executives at the forum said downtown Las Vegas continues to attract strong foot traffic despite competition from the Strip. Fremont Street benefits from a steady flow of visitors who come for shorter stays, often visiting multiple properties during a single trip.
Victor said downtown offers a distinct experience compared with larger Strip resorts, emphasizing accessibility and value. He added that Circa’s adults-only model and modern design help it stand out, while the D competes more directly with mid-range Strip properties.
Other speakers highlighted broader challenges, including reduced travel from Canada and shifting perceptions around the cost of visiting Las Vegas. At the same time, upcoming developments such as the Hard Rock Las Vegas and a planned baseball stadium are expected to support long-term demand.
For Circa, the current strategy reflects a balance between expansion and caution. The company is continuing to invest in its properties, but with a more measured approach shaped by cost pressures and changing customer behavior.
