Kansas Star Casino Employee Charged in Proxy Betting Case
A Wichita man has been arrested and charged in Kansas after authorities accused him of running a proxy betting scheme while employed at Kansas Star Casino in Mulvane.

Quoc Phu Lam, 47, was taken into custody last week following an investigation by the Kansas Racing and Gaming Commission.

Allegations of Proxy Betting
According to the Kansas Attorney General’s Office, investigators determined that Lam placed bets on behalf of other individuals, a practice commonly known as proxy betting. Kansas law prohibits wagering conducted by third parties in this manner.
Lam now faces two counts of commercial gambling, one count of unlawful wagering related to proxy betting, one count of attempted unlawful wagering and one count of solicitation to commit commercial gambling.
Court documents indicate that some of the alleged offenses occurred between November 14, 2022, and September 23, 2023. Additional activity is alleged between August 4 and October 8, 2023, during the period in which Lam was employed at the Sumner County property.
Investigation by State Regulators
The Kansas Racing and Gaming Commission led the investigation, according to a press release issued by Attorney General Kris Kobach’s office.
Investigators allege Lam attempted to recruit fellow employees and other individuals to place bets through him. Authorities further claim he solicited another casino employee to assist in collecting money connected to the wagers.
The allegations suggest the operation extended beyond isolated betting activity and involved active coordination.
For casino regulators, such cases underscore the importance of internal compliance monitoring. Licensed gaming facilities are expected to enforce strict wagering rules and ensure employees do not facilitate unlawful betting practices.

Following his arrest, Lam posted a $25,000 surety bond. He is scheduled to appear in court again on March 12.

Kansas authorities have not indicated whether any additional individuals will face charges related to the investigation. The Attorney General’s Office has emphasized that the charges represent allegations and that Lam is presumed innocent unless proven guilty in court.
