Ruby Sweeps Leaves Arizona Amid Growing Pressure on Sweepstakes Casinos
On Friday, Sept. 5, Ruby Sweeps, an online sweepstakes casino, did a complete shutdown in Arizona. Leading up to this, Ruby Sweeps sent an email to its players telling them they had until that date to play their site-equivalent Sweeps Coins (Emeralds) or engage in the redemption process.

This comes after Arizona sent cease-and-desist letters to several sweepstakes casinos, though Ruby Sweeps wasn’t among them.
Now, Ruby Sweeps is unavailable in Arizona, Connecticut, Delaware, Idaho, Kentucky, Louisiana, Maryland, Michigan, Mississippi, Montana, Nebraska, Nevada, New York, New Jersey, Ohio, Rhode Island, Utah, West Virginia, and Washington.
Arizona Department of Gaming Not Holding Back
As mentioned, the Arizona Department of Gaming has sent out numerous cease-and-desist letters, but Ruby Sweeps didn’t receive one. Still, in August, letters were sent to Thrillzz, Fluff, Pulse, and Betty Sweeps. Now, all four have left the state.
Thus, Ruby Sweeps is likely just getting ahead of what could be inevitable, or perhaps has received a letter that’s not publicly known.

Other Recent Ruby Sweeps Exits and Latest Sweepstakes Law
Also in August, Ruby Sweeps left Nevada due to what it referred to as “changes” in the state. In May, Senate Bill 256 was passed, which allowed for the gaming board to go after unlicensed gambling outfits. Additionally, it left Mississippi under similar circumstances to Arizona – Chumba Casino received a cease-and-desist, but Ruby Sweeps didn’t.
In 2025, Connecticut, New Jersey, and Montana all passed laws to ban sweepstakes casinos. In New York, a bill is on Gov. Kathy Hochul’s desk to be signed that would do the same thing. Also, in California, AB 831 is headed to the Assembly for a final vote. If it passes, it’ll head to Gov. Gavin Newsom’s desk.
