HCW plans to open a 140-room hotel next to Horseshoe Indianapolis in spring 2028.

SHELBYVILLE, Ind. – HCW plans to break ground this fall on a 140-room hotel directly adjacent to Horseshoe Indianapolis.

The five-story property is expected to open in spring 2028, adding the first full-service hotel immediately next to the casino and racetrack.

HCW is developing the 109,324-square-foot hotel in partnership with Caesars Entertainment on the location. The property will operate as part of Hilton’s Tapestry Collection and include lodging, dining, meeting and leisure amenities.

Construction Scheduled to Begin This Fall

According to the official project announcement, construction is scheduled to begin in fall 2026. HCW expects the hotel to welcome its first guests in spring 2028.

The 140 rooms will include suites, king rooms and double queen accommodations. Plans also call for a resort-style infinity pool overlooking the water, an integrated restaurant and bar with outdoor poolside seating and a fitness center.

Business and group travelers will have access to two meeting rooms totaling 1,648 square feet. Guests will also be able to participate in Hilton Honors through the property’s Tapestry Collection affiliation.

HCW CEO Rick Huffman said the development is intended to complement the casino while establishing a destination of its own. He pointed to the combination of lodging, dining, meeting facilities and resort amenities as an expansion of what visitors can access in Shelbyville.

Hotel Adds Lodging to Casino and Racing Destination

The hotel will sit directly beside Horseshoe Indianapolis, providing access to the casino’s gaming, racing, dining, entertainment and event facilities. The Caesars-operated property includes approximately 106,000 square feet of casino space, 1,480 gaming machines, 80 table games and a sportsbook.

Horseshoe Indianapolis also has about 22,000 square feet of meeting space and a live racetrack hosting Thoroughbred and Quarter Horse racing. The Indiana Derby is among the track’s major annual events.

The new hotel could address a longstanding lodging gap around the property. Shelbyville Mayor Scott Furgeson said the city often faces hotel shortages during summer events and noted that previous efforts to bring a hotel to the casino had not moved forward.

Local discussions over adding lodging date back several years, including periods when the casino operated under previous ownership and branding. The current project gives the property a defined construction schedule after earlier hotel proposals failed to materialize.

Spring 2028 Opening Targeted

HCW is a national real estate development and hospitality company with offices in Missouri, Kansas and Arizona. The company said its project team currently includes BRP Architects of Springfield, Missouri, and Dallas-based Studio 11 Interior Design.

The hotel will be developed next to the casino rather than as an expansion of the gaming floor itself. Its role will be to support visitors attending casino, racing, entertainment and group events while adding a new lodging option to the broader Shelbyville market.

Construction is expected to start later this year, making the next significant milestone the beginning of site work. HCW currently expects the hotel to open in spring 2028.
