Ontario’s AGCO fined theScore.Bet $200,000 over cash-out offers it found were not achievable as presented.

TORONTO, Ontario – The AGCO has fined theScore.Bet $200,000 after finding that cash-out offers presented to a player were not achievable as shown.

The enforcement action relates to a $1,000 parlay bet placed in March 2025 that had a potential payout of more than $1 million if all selections were successful.

In its enforcement announcement, the AGCO said the operator failed to meet Ontario’s player-protection standards by presenting cash-out offers that were not ultimately honoured.

AGCO Cites Two Unfulfilled Cash-Out Offers

According to the regulator, the player successfully completed all but one selection in the parlay before receiving a cash-out offer of approximately $380,000 from theScore.Bet.

The player accepted the offer immediately, but the transaction was rejected during automated verification after odds changed. Four minutes later, theScore.Bet presented a second cash-out offer of almost $100,000, which the player also accepted. That offer was also not completed.

The bet eventually settled as a loss, and the player received no payout.

The AGCO determined that neither cash-out offer was achievable as presented. The regulator said the issue violated Standard 4.07 of the Registrar’s Standards for Internet Gaming, which requires operators to ensure information provided to players before and during gameplay does not mislead or misrepresent available outcomes, prizes or features.

Ontario Regulator Emphasizes Player Protection Standards

The AGCO said confidence in the accuracy and integrity of regulated online gambling platforms is essential to Ontario’s iGaming market. The regulator added that enforcement actions are designed to hold operators accountable when they fail to meet provincial standards.

“Operators have a responsibility to ensure that the gaming opportunities they present are accurate and can be honoured as described. As the regulator, the AGCO is committed to holding operators accountable when they fail to uphold commitments made to players or otherwise mislead them about gaming opportunities.”

The regulator said the $200,000 penalty represents the maximum monetary penalty available under its enforcement framework for this type of violation.

theScore.Bet Can Appeal Penalty

The AGCO’s action is separate from any dispute-resolution options available to individual players. Operators remain responsible for addressing player complaints and disputes under Ontario and Canadian law.

TheScore Media and Gaming Inc. has the right to request a hearing before the Licence Appeal Tribunal within 15 days of receiving the Order of Monetary Penalty. The tribunal operates independently from the AGCO.

The enforcement action adds to Ontario’s ongoing efforts to maintain standards across its regulated online gambling market, which requires operators to comply with consumer-protection rules covering transparency, responsible gambling and game information.
