The process will include at least one licence reserved for Arizona tribes and at least one licence reserved for Arizona sports franchises.

The application window will remain open until 5 p.m. Arizona time on July 10. Applicants must submit completed materials during that period to be considered. The department said prospective applicants should review the agency’s published licensing materials, requirements and timelines before filing.

Arizona Regulator Cites Licensing Review

Cliff Holden, Assistant Director of Certification and Licensing at the Arizona Department of Gaming, said the agency remains focused on consumer protection and a detailed review process.

As the state regulator, we remain dedicated to consumer protection and a thorough licensing review process. We look forward to receiving new applications for regulated event wagering.

Arizona launched legal event wagering and sports betting in 2021 after legislation created a capped licensing structure for tribes and professional sports entities. Since launch, bettors have wagered $33.9 billion in the state, generating about $179.9 million in event wagering privilege fees.

State Allows up to 20 Operator Licences

Arizona’s 2021 sports betting law allows up to 20 event wagering operator licences. Ten are reserved for Arizona tribes, and ten are reserved for Arizona sports franchises.

There are currently 14 licensed operators in the state, meaning additional licences remain available under the statutory cap. The new application window gives eligible tribes and sports franchises another chance to enter Arizona’s regulated wagering market or partner with approved operators.

The Department of Gaming has opened application windows periodically since the market launched, with the most recent taking place in July 2024. The latest window continues that approach rather than creating a new licence category or expanding the total number of licences allowed by law.

Application Window Opens in June

The department said applications will be reviewed under Arizona’s event wagering statutes and rules. Prospective applicants have been directed to the agency’s licensing forms, approved operator list and frequently asked questions pages for details on eligibility, procedures and timelines.

The June application window matters because Arizona remains one of the more active regulated sports betting markets in the US, while still maintaining a limited licence model tied to tribal gaming interests and professional sports franchises.

The Arizona Department of Gaming regulates tribal gaming, event wagering, fantasy sports contests, racing, pari-mutuel and simulcast wagering, and unarmed combat sports.

The new application window comes as Arizona regulators continue to define the boundaries of legal wagering, including a recent warning to licensed operators over the prediction markets space.
