Melco Among Operators in Talks for Belle’s Clark Casino Project
MANILA, Philippines – Belle Corp is in talks with several foreign casino operators, including Melco Resorts & Entertainment, over a planned $300 million integrated resort in Clark.
The Philippine real estate and gaming group has confirmed that it secured a provisional casino license from PAGCOR for the project, which would be co-held with its gaming unit Premium Leisure Corp.
Belle Confirms Operator Discussions
Belle said in a Philippine Stock Exchange filing that discussions with potential operators are ongoing, with partnership details to be disclosed once terms are agreed.
The company’s president and chief executive, Armin Antonio Raquel-Santos, has been cited as saying Belle is speaking with “three to four” foreign casino operators, including Melco, its existing partner at City of Dreams Manila.
Belle’s relationship with Melco is already well established. The company owns the land used for City of Dreams Manila and receives both rental income and a share of revenue from the integrated resort.

Clark Project Targets Two-to-Three-Year Launch
Belle said it has set an internal timeline covering planning and construction, with an official launch targeted within two to three years from the appointment of an operator.
The group expects to invest at least $300 million in the Clark project and generate future income through lease payments and a share of gross gaming revenue once the property opens.
Clark has become an increasingly competitive casino and resort market in the Philippines. Existing properties in the area include Hann, Royce, D’Heights, Midori and Casino Plus, as well as PAGCOR-operated Casino Filipino Capital.
The Clark proposal marks a renewed land-based growth push for Belle after the company previously stepped back from online gaming plans during a period of political and regulatory scrutiny in the Philippines.
