Four tribal ventures in California and Oklahoma have launched independently owned prediction-market apps powered by Kalshi.

WASHINGTON – Four Native American tribes have launched prediction-market apps powered by Kalshi, widening a split over sports event contracts and tribal gaming.

The partnerships involve three tribal ventures in California and one in Oklahoma. Under the model, each tribe owns its customer-facing app and brand, while Kalshi provides the underlying federally regulated exchange infrastructure.

Kalshi identified the new platforms as PokkeTrades from the Alabama-Quassarte Tribal Town, Greenville from the Greenville Rancheria, Sovereign Edge from the Kletsel Dehe Wintun Nation’s economic development arm and AIR Markets from the Alturas Indian Rancheria.

Tribes See Prediction Markets as New Revenue Source

The partnerships give participating tribes access to a nationwide digital market without the land, infrastructure and capital required to build a traditional casino. That is particularly significant for smaller tribes that have not benefited from large-scale casino gaming.

The Kletsel Dehe Wintun Nation does not operate a casino. Administrator Eric Wright told CNN that revenue from its Sovereign Edge platform could help fund infrastructure projects, including efforts to improve access to drinking water on the tribe’s northern California reservation.

The Alabama-Quassarte Tribal Town has made a similar argument, presenting prediction markets as a way for tribes with limited geographic access to traditional gaming markets to diversify their economies.

Prediction Markets Divide Tribal Gaming Industry

The new partnerships contrast sharply with the position taken by many established tribal gaming organizations. Tribal leaders have argued that sports event contracts offered by prediction exchanges function as gambling while operating outside the state and tribal regulatory structures governing sportsbooks and casinos.

The Indian Gaming Association has been among the most vocal opponents. Earlier this year, tribal leaders began organizing a legal campaign aimed at challenging sports prediction markets through litigation and federal action.

The stakes are substantial. Tribal gaming generated a record $46.2 billion in gross gaming revenue during fiscal 2025, according to the National Indian Gaming Commission. The total came from 545 gaming operations run by 246 tribes across 29 states.

Opponents of prediction markets argue that growing sports-contract volume could eventually divert revenue from tribal casinos and sportsbooks. The tribes partnering with Kalshi take a different position, arguing that participation in prediction markets represents another exercise of tribal economic sovereignty rather than a threat to existing tribal gaming.

Kalshi Partnerships Add New Dimension to Legal Fight

Kalshi operates as a federally regulated derivatives exchange under Commodity Futures Trading Commission oversight. The company maintains that its event contracts are financial instruments governed by federal commodities law rather than state gambling regulation.

That position remains under challenge from states, casino interests and tribal governments. Courts around the country are considering disputes over whether federal regulation prevents state and tribal gaming rules from applying to sports event contracts.

The four new apps demonstrate that tribal governments are no longer taking a uniform position in that dispute. Some continue to view prediction markets as a threat to gaming rights and casino revenue, while others now see the same platforms as a potential source of economic development.

The disagreement is likely to become more significant as additional tribes decide whether to challenge prediction markets, participate in them or pursue both approaches through their own sovereign economic strategies.
