New Recommendations Published by NSW Gambling Panel
LISTEN TO THIS ARTICLE:
Over 16 months, the panel conducted consultations, research, and trials to form its recommendations. Among the measures is the adoption of cashless gaming technologies to reduce gambling addiction and harm and counter money laundering.
Trials Reveal Benefits of Cashless Systems
Trials conducted in clubs and hotels across NSW offered insights into the practical challenges and advantages of implementing cashless systems. The tests demonstrated how these systems could improve player protection and also gathered data that showed why they are necessary.
The roadmap also calls for reducing the number of gaming machine entitlements statewide and simplifying regulatory processes. Other suggestions include introducing a statewide exclusion register and mandating facial recognition technology to identify self-excluded individuals. These steps aim to safeguard vulnerable players and streamline compliance for gaming operators.
This has been challenging and complex work and I thank each of the panel’s 16 members for their time, expertise and enthusiasm over the 16 months of the panel’s work and for contributing their views to developing the recommendations.

The panel’s findings add to results of Liquor & Gaming NSW’s cashless gaming trials, which began in September 2023. Systems from major providers, such as Aristocrat and IGT, were evaluated for their effectiveness in addressing gambling-related concerns, session durations, and data security issues.
The NSW government is expected to review the recommendations as part of its efforts to modernize the state’s regulatory framework and implement reforms that balance player protections with operator needs.
