Oklahoma Closer to Legalized Sports Betting Despite Resistance

House Bill 1101, sponsored by Rep. Ken Luttrell, was approved by a 66-29 vote. House Bill 1047, also authored by Luttrell, passed with a 62-31 vote. The bills are designed to create a regulated sports betting industry in the state, which currently remains one of only ten in the US without any form of legalized sports wagering. Lawmakers in support of the legislation cited the potential economic benefits and the existing precedent in other states as reasons for advancing the measures.
Rep. Luttrell noted that the House has previously considered similar legislation, emphasizing that many members have long understood the economic impact of legal sports betting. He acknowledged the chamber for its continued attention to the issue and praised lawmakers for recognizing the financial opportunities associated with regulated gambling.
The bills propose a system that would allow licensed operators to offer sports betting services, potentially generating new revenue streams for the state.
Oklahoma Governor Still a Roadblock
Despite legislative progress, the measures face significant opposition from Governor Kevin Stitt. In a press conference held Wednesday, the governor expressed his lack of support for the current bills moving through the Legislature.
Stitt reiterated his overall support for the legalization of sports betting but criticized the legislative process, stating that the current proposals were advanced without his involvement or input. He pointed out that the bills have been shaped primarily by tribal interests and argued that they would benefit tribal entities rather than the broader population of Oklahoma.
The governor’s opposition introduces a potential hurdle to the bills becoming law. However, if he chooses to veto the legislation, lawmakers have the option to override the veto with a two-thirds majority vote. This would require significant bipartisan cooperation in both legislative chambers to enact the bills despite the governor’s disapproval.
In addition to the House bills, Senate Bill 585 passed through the state Senate earlier this week. This bill includes provisions that would allow the Oklahoma City Thunder, the state’s professional basketball team, to obtain a gaming license for sports betting. The Senate bill is now under consideration in the House, adding another dimension to the state’s growing debate over how to structure and regulate sports wagering.
