Georgia Racetrack Hopes to Add Casino as Gambling Discussion Restarts

Ed Clark, a representative of Echo Park Speedway, formerly known as Atlanta Motor Speedway, stated that the organization intends to develop a complete complex designed to attract tourism, create jobs, and boost the local economy. He emphasized that the inclusion of a casino is a central element of the plan and would serve as a major draw for the proposed destination resort.
However, the addition of casino gaming in Georgia requires more than just local support. Under state law, a constitutional amendment must be approved to legalize such operations.
For casino gambling to become legal in Georgia, the initiative must first pass through the state legislature with a two-thirds majority vote in both chambers. If successful, the proposed constitutional amendment would then be placed on a statewide ballot, where it must receive majority support from Georgia voters.
In addition to this, individual counties would also need to approve casino operations within their jurisdictions through local referendums. This multi-step process has historically proven difficult in Georgia, as efforts to legalize gambling have repeatedly stalled in previous legislative sessions.
Clark recently presented the proposal during a hearing held by a newly formed House study committee in Oconee County. His testimony aimed to encourage lawmakers to move forward with enabling legislation that would allow voters across the state to weigh in on the casino proposal.
The committee, tasked with examining the potential impacts and logistics of expanding gambling in Georgia, is scheduled to meet three more times before it submits its findings to the state legislature in January.
Possibility of Gambling Legalization Back on the Table in Georgia
The revival of gambling discussions in Georgia comes as lawmakers once again explore the possibility of legalizing casino gaming and other forms of gambling, such as sports betting. Although similar proposals have surfaced in recent years, none have successfully navigated the complex constitutional and legislative hurdles required to authorize such changes.
Despite considerable public interest and lobbying by proponents, legislative efforts have consistently fallen short of the required support to advance a constitutional amendment to the ballot.
Supporters of the Echo Park Speedway project argue that the proposed resort and casino would generate substantial economic benefits for the region. They cite potential increases in employment opportunities, tourism and tax revenue as key reasons to allow voters to decide the issue.
Nonetheless, the proposal will face scrutiny not only from lawmakers but also from opposition groups and local communities concerned about the social and economic implications of expanded gambling in the state.
