Veikkaus Introduces Mandatory ID Checks for Lottery Scratch Cards

Veikkaus, the Finnish gambling regulator, has announced the introduction of mandatory Identification (ID) checks for any player wishing to purchase lottery scratch card games.

The legislation is due to come into effect from the start of 2024 and is part of ongoing changes to gaming guidelines by the Finnish regulator to promote responsible gaming. The same ID checks have been in place since last May for lottery games such as Lotto and Eurojackpot.

Gambling in Finland is operated through a state-controlled monopoly and Veikkaus oversees the regulation of this process. Customers can buy scratch cards from approved retail outlets, and mandatory ID checks at these sites will protect minors from exposure to gaming.

There are several types of ID that Veikkaus approves for players to authenticate their ID, including a Drivers License, Personal ID card, and a Veikkaus ID card. Players who win on a scratch card game will be required to use the same ID when claiming any prize.

The prerequisites for scratch card identification are good, as we have a very large customer base thanks to ticket gaming identification. Identification is already familiar to our customers.

ID Checks to be Integrated with Responsible Gaming Tools

Veikkaus has also indicated that player ID authentication has the added benefit that it can be used by some of the industry-responsible gaming tools. This includes flagging up players who may have a ban on playing scratch card games.

The ID system provides a large volume of data that can be analyzed and advanced responsible gaming software can be used to highlight players making erratic purchases of scratch cards and may be at risk from gambling-related harm.
