Ukraine Unveils Online Monitoring System for Gambling Sector

The development, announced on August 31, 2025, requires all licensed operators, both land-based and online, to integrate with the system, enabling real-time monitoring of bets, returns, and winnings.
This move comes as Kyiv pushes forward with efforts to increase transparency and compliance in a sector plagued by past scandals and wartime challenges.
The Ministry of Digital Transformation, which is spearheading the initiative, has been working closely with IT companies since July 2025 and plans to announce a public tender for the platform’s development soon, with a target launch date of September 30.
The new monitoring platform will support PlayCity, Ukraine’s recently established gambling regulator, allowing for live verification of operator data and the publication of accurate market statistics.
It succeeds the now-defunct Commission for the Regulation of Gambling and Lotteries (KRAIL), which was disbanded amid allegations of corruption, including money laundering and links to Russian operatives.
