PAGCOR Implements New Fee Scheme for iGaming Administrators
The new Philippine Amusement and Gaming Corporation (PAGCOR) requirement applies to all GSAs. It also covers those operating electronic casino games and those without such offerings.
The policy was outlined in a December 15 memorandum from the Electronic Gaming Licensing Department of the state-owned regulator. The measure was approved at a board meeting held earlier this month, according to the document.
PAGCOR said the revised fee framework is intended to correct shortcomings in the existing structure and strengthen oversight of licensed gaming operations. The regulator described the change as necessary to promote fiscal responsibility, accountability, and equal contribution to state revenues across the sector.
The memorandum said the minimum guaranteed fee is designed to ensure that all GSAs contribute on a predictable basis, regardless of monthly performance fluctuations. It also emphasized the government’s objective of promoting transparency and maintaining a sustainable gaming industry.

The fees will be implemented in two phases and will differ based on whether a GSA operates electronic casino games. Each tier sets a minimum monthly payment that applies once a specified gross gaming revenue (GGR) threshold is reached.
From April 1 through September 30, 2026, GSAs with electronic casino games must pay a minimum of PHP9 million (US$153,000) per month if GGR reaches at least PHP30 million (US$510,000). During the same period, GSAs without e-games will pay PHP3 million (US$51,000) if monthly GGR reaches PHP15 million (US$255,000).
Beginning October 1, 2026, the minimum fee for GSAs with electronic casino games will rise to PHP10.5 million (US$178,500) once monthly GGR reaches PHP35 million (US$595,000). GSAs without e-games will face a PHP4 million (US$68,000) minimum payment when monthly GGR reaches PHP20 million (US$340,000).
PAGCOR data shows that 65 gaming system administrators were accredited as of December 4. The roster includes major land-based casino operators with electronic gaming and online offerings, including Bloomberry Resorts and Hotels, Tiger Resort, Leisure and Entertainment and Travellers International Hotel Group.
