Pennsylvania Online Casino Revenue Jumps 18% in Record Gaming Year
HARRISBURG, Pa. – Pennsylvania iGaming revenue reached a record $2.93 billion in fiscal 2025-26 as total regulated gaming revenue topped $7 billion. Online casinos supplied much of the market’s growth while revenue from retail slots was virtually unchanged and table games declined.
The Pennsylvania Gaming Control Board highlighted another record fiscal year in its newly released 20th annual report. The regulator said the industry also generated approximately $3.1 billion in taxes and fees while supporting nearly 16,000 jobs at land-based casinos.
The 2025-26 annual report covers a market that now includes 18 casinos, 22 online casino sites, 11 online sportsbooks, 17 retail sportsbooks, 72 video gaming terminal locations and seven fantasy sports platforms.
Online Casinos Become Pennsylvania’s Largest Gaming Vertical
Revenue from Pennsylvania online casinos reached $2.93 billion during the fiscal year, up 18.42% from $2.48 billion in 2024-25. The segment generated approximately $1.34 billion in state tax revenue and surpassed retail slot machines as Pennsylvania’s largest individual gaming vertical.
Hollywood Casino at Penn National Race Course led the online market with $1.13 billion in revenue, an increase of 21.11%. Valley Forge Casino Resort followed at $811.8 million, while Rivers Casino Philadelphia generated $464.3 million.
Harrah’s Philadelphia recorded a 40.33% increase to $162.8 million, while Presque Isle Downs and Casino more than doubled its online gaming revenue to $51.8 million. The statewide figures show continued digital growth even as results varied considerably among individual operators.
Sports Betting Revenue Rises as Handle Falls
Sports wagering also reached a fiscal-year revenue record of $662.9 million, up 35.95% from $487.6 million. The increase came despite total betting handle falling from $8.72 billion to $8.45 billion, meaning operators retained a larger share of wagers as revenue during the year.
Valley Forge Casino Resort led sports wagering revenue with $272.6 million, followed by Hollywood Casino at the Meadows at $189.9 million. Sports betting returned approximately $238.7 million in tax revenue to the state.
The digital growth contrasted with Pennsylvania’s mature retail casino market. Slot-machine revenue remained almost flat at $2.44 billion, increasing just 0.02%, while table-game revenue declined 2.15% to $908.9 million.
Digital Growth Drives Another Record Fiscal Year
The PGCB’s detailed fiscal-year figures show iGaming added more than $456 million in revenue compared with the previous year. Sports wagering added another $175.3 million, making the two digital-heavy segments the principal contributors to statewide growth.
Video gaming terminal revenue edged up 0.55% to $41.6 million, while fantasy sports revenue fell 5.79% to $18 million. The figures reinforce a continuing shift in Pennsylvania’s regulated market, with online casino gaming now producing more revenue than any single land-based gaming category.
The annual report also covers the PGCB’s enforcement, responsible gambling and public outreach work during its 20th year of reporting. With online gaming continuing to expand, the digital segment will remain central to whether Pennsylvania extends its run of record gaming revenue into the current fiscal year.
