UK Gambling Commission Chair Marcus Boyle to Depart in 2025

Appointed in August 2021 by the Department for Digital, Culture, Media and Sport (DCMS), Boyle succeeded Bill Moyes, who left the position in the wake of the Football Index controversy. During his tenure, Boyle played a crucial role in advancing regulatory oversight and governance in the UK gambling sector.
Leaving a Lasting Legacy
Boyle brought an extensive background in British arts, drama, and cultural heritage to the role, taking charge during an important time for the Commission. Some of the key events under his leadership included the launch of the fourth National Lottery license competition and the initiation of the Gambling Act Review, culminating in the publication and implementation of a White Paper.
In April 2024, the UKGC unveiled a comprehensive three-year strategy that charts a course for improvements through 2027. This strategy is built around transparency and data utilization in order to leave the Commission well-prepared for the future as Boyle concludes his term.
During his time as Chair, Boyle worked closely with CEO Andrew Rhodes to enforce stricter compliance measures. This collaboration led to record-breaking fines and penalties for UK-licensed operators and reinforced the Commission’s commitment to higher standards of conduct.

The Board of Commissioners of UKGC, along with its staff, have expressed gratitude for Boyle’s leadership and spoke of his dedication and contributions over the past three years.
The past three years have been very significant for the Commission as it takes forward measures set out in the Gambling Act Review and begins the process of the fourth National Lottery license. I am grateful for Marcus’s hard work and commitment to the Gambling Commission and public service during his tenure, and I wish him the best in his future endeavours.
