PGCB Approves Fines Against Casinos and Fantasy Operator
HARRISBURG, Pa. – The Pennsylvania Gaming Control Board has approved $180,000 in fines against several gambling operators over compliance failures involving underage gambling, customer verification breaches and licensing issues.
The penalties were approved during the board’s latest public meeting and involved Greenwood Gaming and Entertainment, Wind Creek Bethlehem and Yahoo Fantasy Sports subsidiary YFS Sub LLC.
Greenwood Gaming Receives Two Separate Fines
Greenwood Gaming and Entertainment received two separate $40,000 penalties. One fine related to three incidents involving underage individuals who were able to access gaming floors and gamble on slot machines or table games.
The second $40,000 penalty involved five unlicensed employees who had access to personal identifying information belonging to betParx iGaming account holders.
The Pennsylvania Gaming Control Board said the employees should not have been permitted to access sensitive customer data without proper licensing approval.

Wind Creek, Yahoo Fantasy Sports and Exclusion Actions
Wind Creek Bethlehem received a $50,000 fine over failures tied to Know Your Customer procedures. According to the regulator, weaknesses in customer verification controls led to fraudulent withdrawals exceeding $92,000 from iGaming accounts.
Fantasy contest operator YFS Sub LLC, a subsidiary of Yahoo Fantasy Sports, was also fined $50,000. The penalty stemmed from a failure to properly notify the board and obtain approval regarding a change of control involving its licence.
Alongside the fines, the board also voted to place eight additional individuals on Pennsylvania’s involuntary exclusion lists. The decision follows a similar April enforcement meeting, when the PGCB also issued fines and expanded its exclusion list.
People placed on the lists are prohibited from gambling at Pennsylvania casinos, using regulated online betting platforms or accessing Video Gaming Terminal locations in the state. The latest additions brought the total number of individuals on Pennsylvania’s exclusion lists to 1,463.
The Pennsylvania Gaming Control Board oversees 18 land-based casinos, online casino gaming, sports betting, fantasy contests and Video Gaming Terminals across the state. The regulator said its next public meeting is scheduled for June 17 in Harrisburg.
